Kareem’s scholarly work examines the effects of prolonged race discrimination in electoral systems and governance policy. His more than two dozen publications in well-respected outlets address topics that include redistricting, racially polarized voting behavior, and the interpretation of the Voting Rights Act. His reach extends to global institutions, including the challenge of creating new political systems and structures that respect identity and culture in multi-racial societies including the Republic of South Africa (where he clerked on the Constitutional Court).
Further, Kareem was the co-creator and substantive designer of The Redistricting Game, a first-of-its-kind online game to help educate the public and elected officials about the law and policy behind the redistricting process. Kareem’s recent public service in government includes his role as Chief of Staff and Special Counsel to the Minority Leader in the Alabama House of Representatives, where he advised on redistricting after a key U.S. Supreme Court order struck down the state’s legislative maps. And from 2018 until 2020, he led a social justice organization where he recruited and trained a legal team that argued the country’s two crucial partisan and racial gerrymandering cases before the U.S. Supreme Court (Abbott v. Perez and Rucho v. Common Cause).

Kareem has managed Crimcard Consulting Services, which he founded to assist elected officials, community groups, and other entities pursue equitable outcomes in public policy related to democracy and elections. His integrative background allows him to provide multiple services (as advisor, amicus counsel, or expert) as clients may need. He has assisted clients in nearly a dozen states, including Alabama, California, Mississippi, Virginia, Georgia, Florida, Pennsylvania, Tennessee, Texas and North Carolina.
Kareem is a founding partner in Creative Bounty, a consultancy that develops and produces fresh, effective content to deploy in the civic engagement space. Creative Bounty provides opportunities for clients to invest in new mechanisms and strategies that enhance public knowledge about politics and government.
